Welsh Government Minor Projects Capital Grant Scheme (HCF) now open
The Welsh Government has confirmed the Minor Projects Capital Grant Scheme (HCF) funding for 2026/27.
Aim
This Capital Fund supports community-based capital projects that enable independent living for people with care and support needs, including intermediate care settings that help individuals regain or maintain their independence.
If your organisation or service supports people in Cardiff or the Vale, and you have a project that meets the scheme’s criteria, you are invited to apply for a share of next year’s allocation.
The Minor Projects Capital Fund is focussed on the following priority groups:
Older people including people with dementia;
Children and young people with complex needs;
People with learning disabilities, neuro-diverse and neurodevelopmental conditions;
Unpaid carers; and,
People with emotional health and mental well-being needs.
Organisations can apply for a minimum of £15,000 per project. There is no maximum, however all projects exceeding £100,000 will require additional scrutiny by the Regional Partnership Board prior to approval.
Eligibility
Proposals MUST demonstrate an alignment to all the following criteria:
Projects must support the aim of the Capital Fund as outlined above.
Projects must be focussed on one or more of the priority groups detailed above.
They must deliver services closer to home in their local communities to help prevent the need to access health & social care services in a more formal setting.
They must relate to capital expenditure.
They must be in response to an identified need in Cardiff and/or the Vale of Glamorgan.
They must build on community assets, local resources and mobilise volunteers to contribute to healthy and confident communities.
This Fund is not recurring, so applications must be able to demonstrate how the initiative will be sustained following its use.
Funding must be spent by the 31st of March 2027.
Proof of spend at the end of the financial year i.e completion of an Annual Report, expenditure report, and final invoices.
The RPB may withhold or request repayment of the Fund in the event of any failure to comply with the terms and conditions.
