Replacement Local Development Plan / Cynllun Datblygu Lleol Newydd
The Council is preparing a Replacement Local Development Plan (RLDP) to shape future development across the Vale until 2036. Once adopted, the RLDP will replace the current Local Development Plan (2011–2026). We are now inviting your views on the Deposit Plan, the next formal stage in preparing the RLDP.
What is the Deposit Plan?
The Deposit Plan is the full draft version of the Replacement Local Development Plan. It builds on the Preferred Strategy, which was consulted on between December 2023 and February 2024, and sets out how future development will be managed across the Vale of Glamorgan during the period 2021–2036.
The Deposit Plan includes:
· The overall development strategy for the Vale
· Planning policies to guide future planning decisions
· Areas of land that should be protected
· Specific site allocations for development, including:
· New homes
· Employment land
Evidence and Sustainability
The Deposit Plan has been informed by a comprehensive evidence base, including technical studies, background papers, and supporting reports. Integrated Sustainability Appraisal (ISA) has also been carried out. The ISA assesses the Plan’s potential social, environmental, and economic impacts to help ensure sustainable development.
Consultation
The Council is seeking views from residents, businesses, developers, community groups, and other stakeholders on the Deposit RLDP. The consultation will run until Wednesday 11 March 2026.
The Deposit LDP and all relevant background documents are available to view on the Council’s consultation portal (https://valeofglamorgan.oc2.uk/ ) and at the following locations during normal opening hours:
· Civic Offices, Holton Road, Barry, CF63 4RU
· All Council-run libraries
The easiest way to make comments is through the consultation portal detailed above, but we will also accept comments by emailing ldp@valeofglamorgan.gov.uk or writing to us/filling out a form and returning it to LDP Team, Civic Offices, Holton Road, Barry, CF63 4RU to LDP. All comments received during the consultation period will be carefully considered and will help inform the next stage of the plan‑making process.

Beth yw'r Cynllun Adneuo?
Y Cynllun Adneuo yw fersiwn ddrafft lawn y Cynllun Datblygu Lleol Newydd. Mae'n adeiladu ar y Strategaeth a Ffefrir, yr ymgynghorwyd arni rhwng mis Rhagfyr 2023 a mis Chwefror 2024, ac yn nodi sut y bydd datblygiadau yn y dyfodol yn cael eu rheoli ledled Bro Morgannwg yn ystod y cyfnod 2021—2036.
Mae'r Cynllun Adneuo yn cynnwys:
· Y strategaeth ddatblygu gyffredinol ar gyfer y Fro
· Polisïau cynllunio i arwain penderfyniadau cynllunio yn y dyfodol
· Ardaloedd o dir y dylid eu gwarchod
· Dyraniadau safleoedd penodol ar gyfer datblygu, gan gynnwys:
· Cartrefi newydd
· Tir cyflogaeth
Tystiolaeth a Chynaliadwyedd
Mae'r Cynllun Adneuo wedi cael ei lywio gan sylfaen dystiolaeth gynhwysfawr, gan gynnwys astudiaethau technegol, papurau cefndir, ac adroddiadau ategol. Cynhaliwyd Gwerthusiad Cynaliadwyedd Integredig (ISA) hefyd. Mae'r ISA yn asesu effeithiau cymdeithasol, amgylcheddol ac economaidd posibl y Cynllun i helpu i sicrhau datblygu cynaliadwy.
Ymgynghori
Mae'r Cyngor yn gofyn am farn trigolion, busnesau, datblygwyr, grwpiau cymunedol a rhanddeiliadau eraill ar y CDLl Adneuo. Bydd yr ymgynghoriad yn rhedeg tan ddydd Mercher 11 Mawrth 2026.
