What is the National Resilience Campaign?
The UK Government is launching a major, three-year public information campaign in the Autumn to empower households to take simple steps to prepare for unexpected disruptions. Severe weather, power cuts, and cyber-attacks can impact essential services like electricity, water, and communications—sometimes for several days.
Currently, only 39% of UK households have basic supplies to manage independently for three days (UK Public Survey of Risk Perception, Resilience and Preparedness: 2025). This campaign aims to close that gap through positive, practical, and non-alarmist advice, bringing the UK in line with existing readiness campaigns across Europe.
What are we trying to achieve?
Preparing for an emergency doesn't have to be daunting, expensive, or done all at once. The campaign encourages the public to: build up three days' worth of non-perishable food and bottled water over time (e.g. by adding one extra item to a weekly shop), check what supplies they already have at home, and talk to neighbours about the local support they can offer or take up.
It also signposts eligible households to sign up for the free Priority Services Register (PSR) for extra support from utility providers during power or water outages. When households are prepared, it eases the immediate strain on our frontline emergency services during a crisis and allows them to focus on those most in need.
What you can do to support the campaign:

Share our messaging: Before the launch, we will release an embargoed digital toolkit that will allow you to get ready to promote the campaign's message. Please be ready to use and distribute our digital assets across your channels.
Tailor the message: Consider how the messages in this pack may be adapted for your local and organisational context, following the brand guidelines we will provide and working with the Cabinet Office comms team for support where needed.
Leverage your networks: Be ready to feature the campaign from the launch in newsletters, your website, your channels or at upcoming membership meetings.
Identify spokespeople: Are there advocates or spokespeople within your organisation we can brief? Can they talk to the media? Please get in touch with our communication team to be added to a pre-brief call and to discuss opportunities.
Provide case studies: Share real-life examples with us that we can use in press or videos. Use our form [click here] to share them with us for promotion
In-person touchpoints: If you own or have access to physical community spaces (e.g., libraries, town halls, or advice centres), consider displaying printed materials or having frontline teams share advice on signing up for the PSR (which will be provided).
